A detailed review was held on six key agenda items related to CM Helpline, Seva Setu, AgriStack, Vikasit Bharat Ji-Ramji, Mobile Towers and School Education.

  Ensuring effective, transparent, and timely implementation of government schemes and maximizing public benefits is a key priority of the state government. The double-engine government aims to ensure that the benefits of government schemes reach the last person. In this regard, the Paras (Project Assessment, Review and Analysis System) portal, developed for regular monitoring of key government schemes and public services, will become an effective tool for good governance. Chief Minister Vishnudev Sai stated this while chairing the first state-level review meeting of the Paras portal, held today at the Secretariat Mahanadi Bhawan. During the meeting, Chief Minister Sai conducted a detailed department-wise review of CM Helpline 1076, Seva Setu, AgriStack, Vikasit Bharat Ji-Ramji, the DBN-funded mobile tower project, and key programs related to the School Education Department. He clearly instructed officials that no laxity will be tolerated in the implementation of schemes and that every department must ensure results meet set targets.

Chief Minister’s displeasure over negligence in demarcation matters

During the meeting, Chief Minister Mr. Sai expressed particular displeasure over the pending demarcation cases in the Revenue Department. He stated that a large number of complaints are being received, and despite orders from competent authorities, demarcation is not being completed in many cases on time. This situation causes unnecessary inconvenience to ordinary citizens and also adversely affects the administrative system.

The Chief Minister directed that every demarcation-related case must be resolved within the stipulated timeframe. He said this is the result of negligence on the ground and a lack of effective monitoring at the district level. All collectors should conduct regular reviews to ensure the timely resolution of such cases and take necessary action if negligence is found at any level.

Instructions issued to ensure 100% farmer registration in Agristack

While giving instructions to ensure 100% registration of every eligible farmer in AgriStack, Chief Minister Shri Vishnudev Sai said that this is not limited to the process of paddy procurement only, but is a basic system to provide the benefits of various government schemes to the farmers.

He directed all collectors to conduct special district-wise campaigns to ensure the timely registration of every eligible farmer. The Chief Minister said that some practical difficulties were encountered in the initial phase of the system last year, but this year farmers should not face any problems. If any eligible farmer is deprived of the benefits of the scheme due to the negligence of any officer or employee, action will be taken by fixing accountability of the concerned officer.

CM Helpline should be made an effective medium for solving public problems.

Chief Minister Shri Sai said that the purpose of CM Helpline 1076 is to save citizens from unnecessary visits to government offices to resolve minor problems. He said that the helpline is receiving a good response from the public, and therefore, systemic improvements should be made by seriously analyzing the complaints and feedback received.

The Chief Minister conducted a special review of complaints related to the Energy, Panchayat and Rural Development, and Revenue departments and directed the preparation of department-wise action plans. He said that in districts where performance is below expectations, special campaigns should be launched to ensure timely and satisfactory resolution of complaints.

It was informed at the meeting that the CM Helpline has received over 110,000 complaints so far, of which over 65,000 have been resolved. Of the feedback received, 55.29 percent of complainants have expressed positive satisfaction.

All services should be online through Seva Setu.

While reviewing the Seva Setu portal, the Chief Minister said that currently 721 notified services from 27 departments are available through this platform. He directed that services that have not yet been brought online should also be added to Seva Setu soon.

He said that Seva Setu should be widely promoted through Gram Panchayats, Common Service Centres (CSC) and Atal Seva Kendras so that more and more citizens can avail the benefits of online services near their homes.

Gram Panchayats should get priority in the Vikasit Bharat Ji-Ramji Yojana.

While reviewing the Vikasit Bharat Ji-Ram Ji Yojana in the meeting, the Chief Minister directed that basic development works be approved on a priority basis in every Gram Panchayat of the state. In Panchayats where works have not yet been approved, proposals should be approved immediately and development work should be initiated, so that basic infrastructure in rural areas can be rapidly strengthened.

Mobile connectivity and school education were also reviewed

The meeting reviewed the progress of the installation of 476 DBN-funded mobile towers. Emphasizing the timely implementation of the project, the Chief Minister said that providing better digital connectivity to remote areas is a priority for the state government.

Along with this, various schemes of the School Education Department were also reviewed. The Chief Minister inquired about the progress of free textbook distribution, uniform distribution, Saraswati Cycle Scheme and Prime Minister Nutrition Power Building Scheme and gave necessary instructions.

Special emphasis on nutrition and environmental protection in schools

Chief Minister Shri Sai directed the government to accelerate the campaign to develop kitchen gardens on school campuses. He said this would help provide fresh and nutritious food to children. He also emphasized the need to plant useful plants, including drumstick and jackfruit, on school campuses.

The Chief Minister said that students should be made aware of the importance of nutritious food, so that they join this campaign voluntarily and this positive initiative being developed in schools can take the form of a mass movement.

Review will be done every month through Paras portal

The Chief Minister said that the Paras Portal will provide new strengths in effective monitoring, transparency, and accountability of government schemes. He added that now, on the last Tuesday of every month, all major schemes and public services will be regularly reviewed at the state level through the Paras Portal. This will speed up implementation, resolve problems in a timely manner, and ensure that the benefits of government services reach the public more effectively.

Chief Secretary Shri Vikas Sheel, Additional Chief Secretary Smt. Richa Sharma, Principal Secretary to Chief Minister Shri Subodh Kumar Singh, Secretaries to Chief Minister Shri P. Dayanand and Shri Rahul Bhagat, Secretary of School Education Department Shri Kamalpreet Singh, Secretary of Information and Technology Department Shri Ankit Anand, Secretary of Revenue Department Smt. Shammi Abidi and senior officers of various departments were present in the meeting.
